First Hurdle to PSP Extension Cleared
February 5, 2021 — Budget resolution is a specific legislative process. A budget resolution is a set of instructions to congressional committees on how to spend money in a certain way. The resolution process can be more efficient since it only takes a majority of each chamber to pass.
Yesterday, both the House and Senate passed resolutions to start a process of budget reconciliation. Now that both chambers have approved this process the work of drafting the legislation begins in earnest. Next week, the House Financial Services committee will mark-up a proposed resolution. Once completed the resolution will be sent to the full House for a vote. Once passed by the House then the resolution will be sent to the Senate.
We expect this process will take a few weeks to complete. President Biden has emphasized the need to get this done as fast as possible and wants it done well ahead of the UI expiration at the end of March, similar to our PSP deadline. The process is expected to take a couple weeks to complete, very possibly before the end of February.
Earlier today, Chairman DeFazio confirmed to reporters that an extension of PSP is in the COVID relief budget reconciliation process (article here: https://reut.rs/3tyP0Ng). Senator Maria Cantwell also confirmed on the Senate floor yesterday (see video: https://youtu.be/hs7pH4ReULw).
